Public and Charitable Organizations Discuss Children’s Hospital of the Future Project Implementation

May 19, 2011, a meeting took place, Implementation of the All-Ukrainian Center to Protect Mothers’ and Children’s Health (Children’s Hospital of the Future) Project. Heads of over 20 Ukrainian and international public and charitable organizations dealing with mothers’ and children’s health protection took part in the discussion along with representatives of the Health Care Ministry and State Administration of Affairs.

Head of the Board of Directors of Children’s Hospital of the Future CF Vira Pavliuk, M.D., said that such facility as the All-Ukrainian Center to Protect Mothers’ and Children’s Health can significantly improve the situation in Ukraine’s children’s medicine. In her words, not only its construction but also training of high-skilled medical staff are very important. Statistically, Ukrainians spend on treatment abroad around $100,000,000 per year. With the start of the Children’s Hospital of the Future operation Ukrainian children will receive treatment freee of charge. Additionally, the state will stop to finance private and foreign clinics and instead will be able to help children with cancers from Ukraine and abroad.

Representatives of several charitable organizations, in part, Children’s World ICF President Serhiy Letenko and Health of Ukrainian Nation ICF President Serhiy Soshynsky emphasized the need to process the gigantic experience gained in course of the implementation of the unique infrastructural project, Children’s Hospital of the Future, since other charitable organizations face similar difficulties.

Member of the Supervisory Board of the Children’s Hospital of the Future CF, Head of the Board of Directors of Ukraine 3000 Foundation Oleksandr Maksymchuk said that the Children’s Hospital of the Future was to become a unique state-owned medical center of the global level. However, without a comprehensive reform of children’s medicine the All-Ukrainian Center to Protect Mothers’ and Children’s Health project cannot be implemented in its full. Mr. Maksymchuk encouraged charitable and public organizations dealing with medical problems to become partners and lobby the need for healthcare reform.

Financial director of Children’s Hospital of the Future CF Rostyslav Zamlynsky recalled the problems they had to overcome in implementing the project. In part, owing to the Ukrainian bureaucratic system, 211 various ratifications had to be obtained from state bodies, which had impeded the process considerably.

Summing up, the participants of the working meeting stated that the state bodies had to clarify their position regarding further implementation of the All-Ukrainian Center to Protect Mothers’ and Children’s Health project. In part, public and charitable organizations stepped forward with the initiative to bring the issue to the agenda of the meeting of the Public Council at the Ministry of Health care, scheduled for May 26. It is suggested to draw special attention to the problem of healthcare reform in general and children’s health care in particular. Also, it is planned to focus on the need to consider the existing infrastructural projects in medicine when constructing new and reconstructing the existing medical facilities.

The meeting was organized by Children’s Hospital of the Future CF with the support of Philanthropists’ Association of Ukraine all-Ukrainian charitable organization.

Recall that the creation of the All-Ukrainian Center to Protect Mothers’ and Children’s Health was envisioned by the Presidential Decree No.1694 of December 6, 2005, On urgent measures concerning reforming the system of public health care, and the decision of the Cabinet of Ministers of Ukraine of May 25, 2006, No. 722, On Creating the All-Ukrainian Center to Protect Mothers’ and Children’s Health.
