The contest to select General Designer of the All-Ukrainian Center to Protect Mothers’ and Children’s Health announced by the Children’s Hospital of the Future Charitable Fund. Its goal was selecting the company to work out the general design of the hospital through an unprecedented in Ukraine procedure.
The contest was announced May 21, 2007, and held on a closed basis.
In May 2007, the Children’s Hospital of the Future Charitable Fund signed an agreement with Ukryevrointegratsiya Consulting Company (Lviv), providing services in the sphere of project management. The company secured the logistics of the contest’s organization and management, in part, monitoring global and national architectural and design organizations and helping to work out the Contest documentation. By the monitoring results, a list of potential participants was formed, containing 50 companies from throughout the world. All these companies were sent an invitation to take part in the contest. Around 20 responses came from companies, who, understanding how extremely important and interesting this project is, voiced their readiness to work on it. The said companies received a complete set of Contest Documentation.
The start of the final part of the contest was announced July 18, 2007, at a press conference held by the Children’s Hospital of the Future Charitable Fund at the UNIAN Information Agency.
July 19, the deadline expired for submitting contest proposals. In the whole, seven proposals were sent to the contest.
July 20, 2007, the proposals submitted were opened at the Ukraine 3000 International Charitable Fund premises. Representatives of the Children’s Hospital of the Future Charitable Fund, Supervisory Board of the Contest, and authorized representatives of the participating companies were present at the ceremony.
In accordance with the established procedure, all proposals were encoded. This was one of the factors securing the unbiased procedure.
Notarial maintenance for keeping the commercial parts of the contest proposals was carried out by Private Notary with Kyiv City Notarial District Oksana Myronyk, in the 14 years of whose career no notarial acts have ever been cancelled or annulled.

After opening the contest proposals, Envelopes Two were put into a strongbox, sealed, and handed over to the notary for preservation.
July 23, 2007, the Draft Project of the All-Ukrainian Center to Protect Mothers’ and Children’s Health exhibition was opened at the Big Hall of the Ukrainian House in Kyiv, featuring the projects submitted to the contest. From July 23 to 26, everybody could see the projects.
July 24, 2007, the Board of Trustees of the Children’s Hospital of the Future Charitable Program held its first meeting at the Big Exhibition Hall of the Ukrainian House in Kyiv. Members of the Board of Trustees and their representatives took part in the event dedicated to organizational issues.
The meeting elected the management of the Board of Trustees of the Children’s Hospital of the Future Charitable Program. Mrs. Yushchenko was elected Head of the Board of Trustees, Ms. Bakhteyeva – Deputy Head, and Mr. Antypkin – Secretary of the Board. The Board of Trustees approved the report and plan of the Children’s Hospital of the Future Charitable Program. After the meeting, the members of the Board of Trustees held a short briefing for mass media representatives.
July 25-26, the Contest Committee held its meetings at the Small Hall of the Ukrainian House, considering the submitted proposals in terms of their architectural qualities and consistence with the medical task. The Contest Committee members are globally renowned architects and medical workers from Europe, North America, and CIS countries.
The Committee considered the proposals, knowing them only by their code names. This was one of the elements of the system securing an impartial contest procedure, since the Contest Committee was able to consider the proposals, unaware of their authorship. At the final session, the Contest Committee was to approve a number of proposals to be recommended for further consideration by the supreme governing body of the Children’s Hospital of the Future Charitable Fund, the Conference.
Independent observation over the Contest procedure was carried out by the Supervisory Board of the Contest, including representatives of the Pediatrists’ Association of Ukraine, Notary Chamber, and Lawyers Association of Ukraine.
According to the contest procedure, the names of the members of the Contest Committee and Board of Trustees were kept secret until their job is finished, to secure unprejudiced procedure and avoid possible influence on the Contest Committee’s decisions. Members of the Supervisory Board, Contest Committee were presented to the public during the final part of the contest, selecting the winner.
Starting from 5:20 pm, July 26, 2007, a series of events aimed at selecting the winner of the contest to select General Designer of All-Ukrainian Center to Protect Mothers’ and Children’s Health started. The events took place at the Ukrainian House’s Central and Small Halls.
At the start, Head of the Board of Directors of the Children’s Hospital of the Future Charitable Fund Vira Pavliuk addressed the audience. She thanked the companies’ representatives for their participation in the contest. Ms. Pavliuk also spoke about the Children’s Hospital of the Future project and the stages of its implementation.
After that, authorized representatives of the companies participating in the contest appeared on the stage of the Central Hall. Representatives of three companies were able to take part in the events of the final part of the competition: Ukraine-based Medservis Partner and Budova Tsenter 1 and Mario Cucinella Architects (Italy).
Meanwhile, the final session of the Contest Committee was being held at the Small Hall. After that, the Contest Committee and Supervisory Board members moved to the Central Hall, where they summarized the results of the Committee’s two-days’ work.
Before announcing the results of the Contest Committee and Supervisory Board work, their members were presented to the public.

So, by the Contest results, the Committee selected two best projects. They received equal number of votes and shared the first place. These projects were to be recommended by the Contest Committee for the consideration of the supreme governing body of the Children’s Hospital of the Future Charitable Fund, the Conference. The recommended designs’ codes were FGH4C òà P21970.
After announcing the Contest Committee decision, the Conference of the Children’s Hospital of the Future Chartable Fund started. The conference considered the financial component of the proposals recommended by the Contest Committee by the criteria of price, payment conditions, terns of execution, and business reputation of the company.
The meeting was preceded by a number of procedural events.
After the Contest Committee decision had been announced, the strongbox with Envelopes Two was brought into the Central Hall, accompanied by the security. After the necessary notarial actions were performed, the strongbox was unsealed, and the notary handed over to Head of the Board of Directors of the Children’s Hospital of the Future Fund Vira Pavliuk two financial proposals of the designs FGH4C and P21970, selected as the best by the Contest Committee.
Meanwhile, the Conference delegates gathered at the Small Hall. Ms. Pavliuk, accompanied by security, went there with the envelopes. Members of the Supervisory Board also joined them.

At the start of the meeting, Ms. Pavliuk opened the Envelopes Two. It was planned that the companies hidden under the codes will be named at the Small Hall and broadcasted to the Central Hall. However, the Conference delegates decided that the names should be announced at the Central Hall, in the presence of the journalists and observers. Thus, Ms. Vira returned to the Central Hall and announced the names of the companies there.
Proposals by the Mario Cucinella Architects (Italy) and Building Design Partnership (Great Britain) were selected as best.
Ms. Pavliuk returned to the Small Hall, where the Conference meeting started. It began with electing the Head, Secretary, and Counting Board. At present, the Conference meeting continues, broadcasted on the big screen at the Central Hall of the Ukrainian House. Only when the voting had began, the broadcast stopped.
The Conference meeting continued late into the night. Around 1:00 am July 27, 2007, the Conference delegates returned to the Central Hall to announce their decision.
The Conference meeting minutes were read out by its Head, Andriy Myroshnichenko. The minutes of the Contest’s Supervisory Board were also read out, witnessing that the contest had followed the established procedure and the decision-making was transparent.
The winner of the contest to select General Designer of the All-Ukrainian Center to Protect Mothers’ and Children’s Health, the Children’s Hospital of the Future, was the Building Design Partnership Structure (Manchester, Great Britain). The Conference approved this decision unanimously.
Head of the Conference Mr. Myroshnichenko solemnly handed over the offer to Head of the Board of Directors of the Children’s Hospital of the Future Charitable Fund Vira Pavliuk, who accepted it.
